Brain drain. Rather than being done directly through the US government, they do so via third party organizations that are owned by the government in one way or another. They essentially help them out just enough to draw them in, say for schooling for example. However, they don’t teach them everything. They’ll say instead that if you want to pursue your education further, you’ll need to study abroad in OUR country (some western country).
