it depends. if you are confident enough you can just talk to girls around campus in between classes. i know what its like though when you dont really know them it can be awkward, just try to find girls that are sitting by themselves or are just looking to kill time and strike up a conversation with them. otherwise, you should try and get into study groups or join some clubs or get into greek life. like the guy above me was saying, college is really about status and what you are apart of and who you know. its a lot easier to meet these girls and develop some rapport with them if you see them everywhere or if they know they people you do. however if you have some good confidence and can exude a cool non-creepy personality im sure you can pull off cold approaches on campus. anything can work here too, a lot of it is just situational and a simple 'hey' can open the door.
I'm near the end of my 2nd year in a business uni(doing my Bachelors in two years), so maybe I'll be able to shed some light on this.
I think it's mostly social circle game if you disregard all kinds of events. Knowing people will get you more social interaction. Leaving a good impression will get you positive interaction.
Events:
Almost all college events(up here at least) are great places to meet girls. Many of them include alcohol, so it makes things even easier. Go to the ones you think might be fun, enjoy yourself, be open and flirt remorselessly with everyone.
Cafeteria:
Open and sit next to someone. Opening pairs is not hard in places like library cafés.
Classes:
A bit harder. Are you there to study or to **** around? I usually use the classes for studying. The exception here might be certain language courses that require oral practice. That is a great chance to flirt and practice your language skills at the same time. Eye contact game and kino, however, can easily(and successfully) be used if there is enough attraction in place already. Kino can go horribly wrong too, so be careful about it.
As for other places, you can meet chicks literally everywhere. Just open someone who's waiting for her class to begin. After that, always smile and say "Hi" to her when you see her. Boom, social circle expanded.
It might be a bit different overseas though. Can't say since I've never been to the States.
