EDIT:
I've seen on other forums they put a limit like a 100x100 pixels image at max. and jpg of course. Well they are like 10kb size..
It's not the brandwidth.

I think one of the factors is the extra policing that would go with avatars. I mean, we don't want people posting their porn in avatars, or annoying flashing images...

40x40 is a good size. 100x100 is way too big. You only see those sizes on poorly managed forums.

As for porn and flashing images, the most porn you can get on a 40x40 image is a tit and that's not even porn. It's nude art. Even so, I participate in around 8 forums at any one time, and I've yet to see a rated X avatar. A lot of people don't waste their precious avatar spot for nudity/porn.

If avatars were restricted to jpegs and non-animated image formats, there'd be no flashing images. I think .swf and .gif are the only formats that support animation.
