I was there the other night. This guy (customer) kept talking about his upcoming trip to FL and kept trying to invite the bartender/waitress girl to come with him.
She kept politely dodging the question and changing the subject. It was super cringe-y.

I think you assessed things in the moment correctly.
Regular women don't tend to spend their leisure time at Hooters, Twin Peaks, or other restaurants of that variety. It's unusual to find a woman there that's not on payroll.
I have not been to one of those places since before the pandemic started. I would go every so often to spend time with a male friend or two.

Agreed. I see only “off duty” staff girls sitting at the bar there. One was sitting at the bar, eating, wearing her uniform, and talking with some much older guys. Not sure what she was doing (if she wasn’t working). Maybe passively seeking a sugar daddy? Or just super bored and there for attention?
I just went to eat and people watch. I don’t care either way but found it interesting.

Every so often, a family might come in. Husband, wife, 1-2 children. I don't recall it happening much during the times I have ever been in a place like that (there are multiple breastaurant chains). I've heard of it happening. Families are way more likely to go to a place like a Chili's, Applebee's, TGI Friday's, Outback, Red Lobster, etc. when they visit chain dining restaurants.
The breastaurant chains are solid places to go with male friends and get together, especially on a night when there are no major sporting events. I'm not into spectator sports. I enjoy playing sports but consider watching a time suck. I have always liked the female form so I'm into going to those places.
It's difficult to pick up breastaurant waitresses or strippers while they are on duty. So many men do attempt it. Yes, many of those men are simps. If you really want to get with a breastaurant waitress or stripper, you're going to have to find a way to meet those women outside of their workplaces. The typical white collar man doesn't run into those women in his day to day life.
I can't think of any reason why a typical female would go to a breastaurant to meet men. Most meet enough men through other channels. The typical woman now has a more full penis pipeline than she had 20-30 years ago.
