the guys who say pfffff you idiot, just go and do it do not get where you are coming from, they have probably 10000s of approaches already, or are just trolls (most likely)
yes I have done more than 500 approaches probably this year, so I know wtf im talking about.... approaching girls will be hard at first, but if you are willing to go through the pain of embarrassment and humiliation that will happen over and over again until you slowly start developing basic social skills to keep a conversation
with time, you will start to develop attractive personality traits, humor, confidence, with time after months and months of approaching girls, you will start to become indifferent, the moment you realize you don't give a damn what a girl things of you, you will start to say funny, outrageous things that will generate attraction
for now.. you care too much! you need lines, you need a positive reaction from them, so you don't get it. you need to get out there and fail too many times

and then just practice being normal... once you become VERY comfortable talking to girls, practice being INDIFERENT to the outcome, INDIFERENT to their reaction towards you... eventually practice being funny, silly, and sexual

but one thing is if he want to talk with anyone only way for him to learn it is doing it, after sometime you will start to realize you can talk with anyone, if you don't care about they opnion of you because you are not really wanting anything then asking for a question about a street or where is X place, same for guys when you are new in a place of work or school.
he need to aproach so jsut go and talk don't need to take the phone number if you jsut want to see what you can do and talk, just go and talk get some experience on how to break ice with random people, after you are ok doing it you can start to get the phone number or go on.
worked for me it can or not work for the op but he have to find a way to get experience, I will always consider lack of experience for any problem, so sorry no easy way or 1-2-3 steps go out and learn
