Pretty sure it’s Brandy. And the production sounds like something from her 1995 debut album, although this specific tune is not on it.

Alright, I found the actual background song in the video:

Faith Evans was on the same label as Mase. They were big on featuring songs (and cameos) by label mates in videos to garner interest for their new and upcoming artists. That's why I figured it'd be unlikely for them to feature a song by Brandy in 1995, when she was competing for the same audience as Faith Evans. Both singers debuted in 1995.
