It's the woman who wants you but that you dont want.

It doesnt matter how soft or polite you reject them, doesnt matter if you allow them to save face even at the cost or hitting yours.

They will basically do whatever they can to complicate your life, from c0ck blocking to harras you, from insulting you to create conflict with among your and others.

It seems like that if they break the rule of being the active part they should be granted holy rights to have you automatically.

Btw doesnt really matter if they make a move or not, any hint from them counts as a declaration and its up to you from then.

Guy chase girl, she doesnt like him and right after the problem is him.
Girl chase guy, he doesnt like her and right after its him again to be the problem.

Funny, girls seem to take rejection better that guys, from my expirience. If I reject a girl, she usually goes away, but may be in the background, messing things up...so, I don't know.
