My understanding is that the FBI did not want to provide all of the information they found about the emails to Congress. This shows that there is some shady business going on behind the scenes and that Clinton is definitely doing some sketchy things. But when Congress asked if the FBI will provide all the files, they said no. A subpoena gets issued and now Congress will be able to see everything.
