this girl broke up with me about two weeks ago, and I went no contact. The first time she started talking to me again, she told me that she wanted to get back together and I said okay... Then she dumped me again two days later lol. So I went back to no contact and as soon as I was starting to nicely forget about her she starts texting me again about how we wanted different things. I haven't responded back to her. Is this girl off her meds?

This is where strong ultimatums come in handy. In that situation I would have said yes the first time and made it clear if she dumps again there are no more chances. Then simply keep to that. Either she's gone or she stays forever, do not tolerate back and forth.
