Women are more brutal and calculative than men, it's biology. When elites decided to implement 9/11 attacks and put in place DHS - probably during one of those builderberg meetings - they planned to put women in charge for the maximum brutality in execution of policy. Men can lead a battalion on the the field ahead of the troops wheter they all risk to die or not as long as its for a common good or for their families.
Women can lead an entire population to death behind their desks without any remorse or shame as long as they self rationalize it.
Just think about about divorce cases and you get a good grasp of it.
In certain situation it needs the cold blood a man have under pressure or under the risk of death, other times it needs the cold heart of a woman to punish and use middleage tools on people which is not proven yet to be guilty.
