We have blacks in Russia. Firstly Africans come over here for work, there is a lot of work because our people love to take a photo with a black dude (negr). Secondly there are ethnic Russian blacks. Like they father or mother is black, and they were born and raised here. So sometimes you walk and see black Russians. It's weird, because black is a foreign race. But when they begin to speak Russian and catch all the 'revs' in our language, there is just no difference.
Negr, well the N word in English, is actually isn't racist here. In our dictionary Negr is race of black skinned people from Africa, American slaves, etc. They tried to make it duragatory and change it to 'dark skinned' but without success. We just don't assign duragatory meaning to word Negr. Well, it's a bit weird, because for example dating a black chick, or a chick dating a black dude, would result in some sort of isolation from peers, because you lower your social status like that (at least in some parts of this big ass country), but at the same time the N word is not duragatory.
Africans seem to don't mind, because they know they are Negr. In fact they have a river in Africa called Negr, and even a country called Negiria. You often hear in broken Russian with French and English accent, could you please help a negr find this place, when they looking for directions. Or could you drive these negrs to there when they flag a taxi. etc
Thus my point, words are powerless, it's the meaning and emotion behind those words that matter.
