Staring is when you keep your eyes fixated on one person.

I think that swivelling your head to look at someone can seem like a bigger deal. The key is to be subtle - pretend you're looking at something behind her or in her vicinity and just steal a glance. If you like what you see, try to establish EC.

Kinda.

I meant with moving your eyes around.. is looking ALL around..

To be honest, I generally fixiate myself on something other than people (ie, my phone, book etc.) and only look around every once in awhile..

Also there is some difference because of the interest level you are looking with. In regard to a cute woman she will in 99% recognize that your look contents desire... So starring must not always be something negativ but in the moment you be aware of that you are doing this and she is too, you have to do one thing: Go over to her and introduce yourself (but in this case you should come over like being "classy" and no ****ing-horny-masturbating-master)...
