I am a NEWB to Kino I have been reading on it but does anyone have a good guide step by step for it or can give me basics of good excuses to touch sensual parts or tease?

Touch her upper arm while you say something interesting, personal, funny, or cute. Forearm works, too, but not as well.

Also, I have pretty good success just standing close to girls, invading their personal space, if they are looking up something on their phones. I had this one chick start falling all over herself for me after I did that to her. Gotta be smooth and calm about it, though.
