Doesn't really matter, just make it look somewhat candid and you're good to go.
In regards to pictures I would go:
1st pic: Dog pic. Shows you having a good time with your dog (make sure your face is clearly visible though so they have an idea of what you look like, some chicks won't look at more than 1 pic before swiping).
2nd pic: Social value pic. Use a picture that shows you having a good time with other people out and about somewhere, helps to have hot girls in the pic.
3rd pic: Candid close-up face pic. Use the best photo you can find that you look great in and clearly shows what your face looks like. This pic will give them a good idea of what you look like and a lot of girls are turned off by bad teeth so make sure you smile with them in his pic (assuming they're not fvcked up).
4th pic: Body pic. This works great if you have a nice body. Some girls like the surprise when you take off your shirt in person but some enjoy anticipation when they already know what to expect. A lot girls will like seeing this in your first pic but a lot of them won't as you might just come off as a "fvckboy" or whatever the hell girls say nowadays. The dog pic will catch their attention and the body pic will seal the deal.
5th, 6th, 7th: Can't go wrong with some additional social value pics or pics of you on vacation doing fun things or in a beautiful scenic location. More photos of your dog can't hurt either.
At the end of the day, Tinder is a superficial app. If you're below average in the looks department and not in good shape in addition to only having boring pictures, don't expect to game chicks above your level just by compensating with charm and wit when she's got literally hundreds of more exciting, better looking guys at her finger tips. You already know this though.
EDIT: Unless you have Zac Efron-like
looks, it helps if none of your pics are selfies or mirror pics (aka taken by yourself).
