That’s what happens when individuals are given too much wiggle room ESPECIALLY when there are solid and rigid rules supposed to be followed.
It’s basic human psychology, try raising a kid and have a solid set of rules and punishments in place. But every time they do something bad and get in trouble you don’t dispense any punishments. They pick up on the pattern and soon enough all control is lost
