No, its possible. It just takes time.

So theres a girl, you're not on her sex ladder, so you cut off all contact for years.

A few years later you run into her and get another shot at a first impression. You also got the advantage of getting on the sex ladder because she knows that you don't tolerate bull****. She has to prove her worth to you via sex now, or you'll abandon her again.

I would be more apt to say it is impossible to end up in an LTR with a girl who has you on the non-sex ladder.
