If it's a girl you know, or have spoken to before...
When you see her wearing sunglasses, ask her to "take those glasses off for a second"...when she does, make and hold eye contact for a few seconds, and kind of tilt your head to the side slightly, as if there's something incredibly interesting about her eyes (which, of course, there IS, dummy)...
When she asks, "What are you doing?"...simply reply:
"Just what I thought, you do have amazing eyes..."...and then jump topic.
She'll be thinking about that line for awhile after you're done talking with her, guaranteed.
Just be bold, and don't be afraid to try new things, and you'll see your success skyrocket.

However, ive noticed that you dont even need to worry about sunglasses to know if someone is eyeing you. I mean, we have that "6th sense" where you can tell if someone is looking at you from a distance ya know. Like you will just feel it.
And ive noticed this works with sunglasses too.
