I don't think he means an actual shrug.

I do this also because my upper back rounds (note: this is perfectly acceptable as long as your LOWER back is in a neutral position) when I start the deadlift and I need to "pinch" my shoulders at the top to get a proper lockout. It does hit your traps nicely.
