I am 62 and am a 3A or a 4A on the Norwood Scale (significant hair loss in the front and no bald spot in the back). At what point do you shave it off?

I’m probably Norwood 4.5 (crown balding). I’m buzzed to #1.
But it’s a gray buzz.
Will shave it clean soon to lose the gray.

I seem to have a 1-1/2 (i.e., a very good, almost Stalinesque 
) hairline but with a vertex. I think the hairline is much more important - the (few) chicks that have dug me seemed to like the the thick carpet in front, and not so put-off by the vertex.
If you are a hairline-4, it's already OVER for you, so you might as well shave it off. In any case, if you are dating 40-something women, it's like you don't really have to do anything, since they have to take whatever hairline a man interested in them has.

What happens, IN HER MIND, is that she comes to see you as WORTHLESS simply because she hasn't had to INVEST anything in you in order to get you or to keep you.
You were an interesting diversion while she had nothing else to do. But now that someone a little more valuable has come along, someone who expects her to treat him very well, she'll have no problem at all dropping you or demoting you to lowly "friendship" status.
