however, it is a party where I'm basically trying to get as many people as possible to go, and said girl would probably be down with the vibe at said party

showing her other girls possibly on my tip vs. her not being worthy of an invite?

(was supposed to have second date with girl for a long time, she broke date atleast twice, and I cut off contact and she hasn't contacted me in probably 3 weeks)

I say Invite her. The worst that can happen is she won't come. You don't have her now, if you don't invite her you still won't have her. If she comes she might see you being the total DJ, realise her mistake, lure you into the bedroom, and jump your bones (it could happen ).
