Unfortunately, there are weak leaders who purposely let the rioting go on because they empathized with the protester's cause. We unfortunately saw a disgusting act committed by a bad cop, who murdered a man in police custody, and people were correctly angered by this. So the weak leaders saw the rioting as justified and did not stop it. Unfortunately (again), numerous people lost their lives, were injured, were looted, or saw their businesses destroyed, because of that tolerance.
