I've created my personal projects and I've put these on GitHub for which I'm being headhunted for jobs.
Code, code, code everyday and put these on GitHub. It doesn't have to be anything amazing, it could be something very simple and it doesn't have to be very long.
If you have a degree and not getting job offers or stuck in a career you don't like, then look into programming and see whether you like building commercial software, databases, building video games or even websites, start developing a portfolio.
You don't need a degree or experience to get into programming and developer roles. There are lots of C#, C++, Java, Python, Ruby, Angular.JS, Node.JS, Javascript, etc jobs out there.
