You took it out of context, listen 20 seconds before 40:18 and he says it's a technique to use after you made out with a girl. It's not something to try on a girl you bumped into on the street. It a slimy technique anyway but if a girl has already reached the point of making out with this guy (to me he gave vibes of chest thumping baboon within 5 seconds) then it means she must not be that bright and have low standards.
