Promoting a website

Could anybody give me some tips or refer me to any books or tools that could be useful in promoting a website?

I'm talking about getting my site ranked high in search engines mostly and getting it discussed and promoted in forums etc.

If I go through with it, then it will just be a non-profit site for hobbyists, but any pointers on promoting it and gaining exposure would be appreciated.

Thanks guys, you've helped me realise I actually know f'kall about making and promoting website...well, except how to make it look pretty.

I think I'll move it to the bottom of my to do list.
