Where I live you need to pay a deposit and a months rent upfront. You also need proof of a salary i.e. payslips etc...

Another way around this is to couch surf for a while until you have more money saved up, or you could rough it out in a hostel (this wouldn't be very pleasant) for a month or 2 until you have built up some more cash.

Try google, you will get a lot more answers there.
