Because women are always wearing masks. A woman will only let you see as much as she wants you too. Makeup is just a physical manifestation of that. That's why a woman can appear "holy" when she wants and "slvtty" when she wants.

I don't think there is anything sinister to this. Most people try to look their best, or at least presentable, when they leave the house (men too!). For women, in this society, part of that entails wearing some makeup. As for wearing too much, a lot of women haven't realized that sometimes less is more.
