making eye contact with strangers you walk past

Why do most people flat-out not look back? (I'm talking with walking down the street, a hallway, etc.) It's starting to irk me and make me think that maybe I've got to change up my body language.

Around one in ten of the women that I make strong eye-contact with return it. The ones who don't sure as hell know you're looking.

because they are uncomfortable? eye contact with a smile (not abig cheesy grin) will get more response. a hello, hi etc will help, makes people feel good, doesnt cost anything and makes you feel good too, just keep doing it, dont worry about the ones who dont respond
