just posing a question about looks

i know a friend of mine,

he only looks good when the hiar is gelled a certain way and with a haircut, and wears nice clothes, and has to shave cleanly. If he doesn't shave, he doesn't look good.
when I say 'look good' , i mean look good to the opposite sex the girls.

The question is , is he still good loooking if he has to do things a specific way to get good looks?

I've often heard women say that being "good looking" is not the same nor as important as "looking good".
