Iphone problem. Help.

It's an Iphone OS3.

I can't use my Safari as there is a pop up window that says "so and so wants to video chat with you" and then it has a window to click on that says OK which I am not about to click on. The widow comes up every time I try to use Safari.

Anybody know how to get rid of it?

Try uninstalling, and re-installing safari. Or you can try hitting it against your desk, some times that helps.

Try hard restarting the phone with both buttons held down. If that does not fix it, then see if Safari has "block pop ups" turned on in settings page. I have a 4, that's what I would try.
