Be aggressive. Ultra aggressive. Know that you're going to get rejected quite a few times. If there are people dancing, do that. Start dancing and make eye contact. Dance with girls. Start dancing a little more intimately. Go in for the kiss within a half hour. If she rejects you, move on. Go to the next girl or group of girls. If there is no dancing, just approach and start talking. Again, be aggressive. I would do some shots together, be wild and outgoing. Go in for the kiss within a half hour again. If she stops you, repeat and rinse.

No. If you can't have a conversation for a half hour, you're going to have trouble in any social environment. It doesn't have to be for a constant, steady half hour. You can talk to the people in the group, or around you, or take a walk to get some drinks. But you should spend atiquete time with her before you make any type of bold move like that.
