I dont know if this is it but there was a cell phone program you installed into a persons phone. you could listen to all their calls and turn on their speaker phone whenever you wanted and listen to what they are doing is they are doing anything. you would also get all their texts.

They used to sell phone jammers on Amazon.com. I'd definitely own 1 if they were legal. Phone Jammers are legal in Israel and in many Euro Countries. You could probably buy 1 online from Europe. They have pocket sized ones now that can block calls for good distance.
