It could be the first date or it could be a few weeks.
But generally it's reasonable to expect some intimacy / fooling around (even if not sex) by date three.

If she doesnt allow it, she eithers doesnt like you or she likes you but want to hold you by the balls (the second one usually leads her to the first one).
It's not so much some particular result but the escalation which has to be smooth and progressive.
If she escalation doesnt move quick enough for your reasonable desires or worse yet doesnt move at all, the best thing is withdraw part of your attention or create some jealousy as catalyzer.
