Hey Evan, I live in Toronto and I found this to be the case for a long time... Then I moved to a smaller city and, while the women were WAY friendlier, the options were much fewer. So, look on the bright side of TO: there are a lot more women and a lot more places in which to interact with them. It's rare that you see the same woman twice.
As far as the rudeness of Toronto women - yeah, it's there. But look around the city. There are so many crazies, crack heads, and loser dudes shouting at them on the street multiple times a day. Any attractive woman is going to think you are one of them by default.
The key, I've found, is to tone down the aggression. Don't act like a "PUA." This has always come naturally to me because I'm not an in-your-face type of guy. If you don't already do this, practice your non-threatening approaches on my favorite place to pick up: the streetcar.
Just smile warmly, maintain eye contact, and say hi. If she quickly looks away, it's nothing personal - she's just been scarred by too many crazy people talking to her on transit. But if she smiles back just continue with uber polite small talk, as if she's a friend you bumped into on the streetcar. This lets her know that you're not one of the crazies. Once she's mentally removed you from the nut bar category, you can proceed as normal.
