I'm not sure why it is. I think it has to do with either your post count or how long you've stayed on the site. If it's post counts, then it is around 10 posts.

Are you able to send PM's when you're new?

You can't send a PM until after a certain amount of post. I think it is 10 posts. It was put in place to reduce spam.
