i like this and we've been getting close but i still can't tell if she likes me or not. so what is the best way to confess? what do i tell her as i confess? i was thinking of telling her in person but i dont think i'll be seeing her soon and texting sounds horrible. how would my conversation be? when is the right time?

Just ask her out on a date.

Approach her, tell her you need to speak in private (if she's surrounded) cause you have to ask her something.

Tell her you going somewhere x, at this time, and you want her to join you for a date.

Than exchange numbers.

Or

Ask her numbers to ask her on a date..

"Hey, i saw you and would love to take you on a date. Lets exchange numbers etc.."

OP you need to give more context.

The best way is to go there, ask her like it's natural, be a leader (dont say please...)
