The use of letal force under circumstances extended from self defence should be authorised to deal with organized looters taking advantage of a hurricane, a ratius of 5 metres around your own home.

Actually gun shops should get a tax discount for all the ammo sold the previous days to allow them to make special prices so less wealthy people can afford good ammo as well.

That would be equality, to allow poor people to defend themselves instead of leaving such privilege only to those who either have some friend at the congress or some friend in a lawyer office or human rights group.
To abandon private hard earned property of citizens to the disposal of group of thugs is as equal as the state robbing those citizens by itself.
