Are there any investment opportunities that generally return a percentage greater than 4?

Stock Market (Dow Jones and S&P 500, both about 10%), tax liens at least 5%, and CDs(I think, are above 4%).

Real Estate also rises at an average of at least 5%.

Seriously, even small banks are offering 5% on regulare saving accounts.
