Eye contact

This happened to me a couple of times. When you give them strong eye contact they would say, "What?"

Just to let you know, these are girls you've meet before, maybe seen them a dozen of times.

It seems like it makes the girl feel uneasy. Is it a good thing? What would happen, if i continue to show strong eye contact?

you're not supposed to use it without a rapport.. or you shouldn't use them like you're some kind of weirdo.
