I think some of the guys get aggressive not because of the hug, but because they don't know what the guy is doing. What he's doing isn't normally accepted behavior, so the alarm bells go off. As a result, he comes across as a potential crazy. He could be trying to get in close to pick pocket you, or stab you, you don't know.

It's funny that some of the guys return the hug though. They seem to come across as the coolest and most secure with themselves.
