Take the airline industry, for example. Women and minorities represent only 10% of commercial airline pilots but are responsible for 50% of all crashes. In a perfect world where let's say 10 candidates are equally skilled but statistics show that particular groups are excluded, it's not too crazy to force laws on a society to give people a fair chance. Eventually there will always be a portion who will end up disappointed. Good examples is the police. You generally want a somewhat equal representation of the actual culture in your specific city or region.

Other times it can be a matter of simple stats. If xyz sector never hires women while women are perfectly able to perform, then imo something needs to be done
