Hey do you have to go to a doctor and get a special note to go to a dermatologist? Or can you just call one up and make an appointment? If you do have a prescription which one do you have and which one do you like. right now I am trying to even out skin tone BTW I'm black so people know what I am talking about when I mean discoloration

Where im from you need a referal from your family doctor. Make an appt with your doc, and tell them you would like to see a dermo. If they think its necessary, they will set it up for you.

Obviously I don't know your situation but,

All you'll get is cammoflage cream, if you can afford it, laser treatment would be the way to go.
