Can new members start threads?

Can new members start threads or are they moderated before being posted?

I just answered my own question, which was the point of the thread. Apologies for doing this, but I typed a long thread for discussion forum and it wouldn't post so I thought I'd check here before I retyped another one. I'd delete this thread if I could. Sorry once more.

If you post a link it won't go through. But in any case, with long posts, always CTRL + C before hitting preview or post. Your connection could drop and you'd end up having to retype everything.
