Its not as easy to break the ice after 3 weeks (unless a natural situation comes up) since anyone who is freindly and wanted to would have probably done ti straight away.
Just remember though, if she does not like you, it does not matter what you do, its a lost cause. If she does like you then a simple helo will suffice since she will be happy to talk to you.
