VirtualDub. Its pretty good and its free. And plenty of plugins for it.

There's also a version that accepts MPEG2 (from DVDs) its called Virtualdub MPEG2 or VirtualDub Mod. Try either. No install nedded. Just extract it to a folder and run it.

AviSynth with VirtualDub works really good if you know how to use it.
