There are a lot of brands that make very good electric guitars for under $1000, so I would hesitate to name any particular one as best. Partly it depends on what you want the guitar to do, what style of music you want it for, what kind of neck feels comfortable to you, etc. But there are plenty of good guitars to choose from in that price range. PRS, Fender, Charvel, EVH, Ibanez, Jackson, and ESP, just to name a few. A lot comes down to personal preference, there are many companies that make quality affordable guitars these days.

Most manufacturers make sub-$1000 Models. The question is, do you want a screamer like a Strat or a Jackson, or a more docile guitar like a PRS or an SG style? If you want a guitar that roars, something like a Epi Les Paul would for you.
Bear in mind that a long scale length (like a Strat for example) makes the notes a lot harder to bend. You really need to push hard. The frets are pretty far spread out. Something like a Les Paul has a short scale length and the frets are close together. That makes bending easy but if you have fingers like sausages you might have trouble fitting them all in between the frets to make clean chords.
