Nope. That is contrary to basic economics of supply and demand. Desirable areas are safe, prosperous, and geographically convenient for jobs, schools, and amenities. You have to pay to live in these areas.

The key is to have one's permanent place in a cheap area, and who cares if there are any jobs there. Take temp jobs at the highest pay, and only live there while working.
