All they did was make it harder for immigrants to get expedited citizenship and a commission. They simply made it so that enlistees have to wait until they complete the background check that was already mandatory, instead of being able to naturalize first. I don't see how this would help much with security, since before, if they didn't pass the background check, their citizenship and service contract would be revoked anyway.

That and block them for the time being from joining the guard or reserves.
