why would you want to practice on strangers? some people get creeped out too easily if a stranger touches them. you could always go to a crowded bar and put your hand on a girls shoulder when walking by so you dont bump her or something. make sure you make eye contact and smile though. besides that i'm stumped.
If you mean a stranger like someone that you are talking to for the first time, in a convo, there are some ways you can do it. You will generally want to wait until you are pretty well into the conversation though. Make a joke, and touch her arm for emphasis. Make a good point, and give her shoulder a little touch to enforce that. Make a comment about her watch/ring/bracelet and when she shows it to you, you get to touch her hand/wrist/arm. Stuff like that will work.
