From what you've posted, I don't think she is an attention wh0re. The behaviour you described in your first post didn't suggest it. Plus she would need to be flirting with other guys for that, and you say she isn't.

I think she is attracted to you, and likes your attention/company, but nothing is happening due to the BF. Can you extract her from the workplace?

In the final analysis if you have tried twice and she rejected you flat out, you might do well to decide nothing is cooking - WHATEVER the reason.

What is going to change? It seems BF and location are issues.

To get anywhere you would probably need to seduce her into something (get her so hot/wanting it she can't resist - chicks act on feelings not logic). While she is conscious she is attracted, she can resist you unless you make her feelings overload her logic. (The fact she "thought" about it and decided nothing will happen - you can't expect a chick to "decide" she will fvck you).

Previously you framed it as "something she might regret". Quit making things so serious! That is no way to persuade someone into anything. It's not like making her consider the risks and signing a disclaimer before engaging in a dangerous sport.

At the present time she is not an attention wh0re, BUT she does like your attention because she knows you're attracted. In her mind she has told you nothing will happen - end of story. So if she flirts, she thinks its harmless and that you know that.
 

Just because a woman listens to you and acts interested in what you say doesn't mean she really is. She might just be acting polite, while silently wishing that the date would hurry up and end, or that you would go away... and never come back.
