Well it all depends on what she thinks, right. If she's aware of it and encourages it or likes it, then you dont feel like one, if she gives you a glance then you feel like one. I look at it this way - you cant go to jail for looking at someone - but you can go get charged or get into trouble for sexually touching someone (which you may think it's innoscent expression from your end), sexually harasing them (which you may think is innoscent flirting), or a whole list of things (that are quite innoscent) - so if looking is the only safest interaction that the state doesn't wield a gun over your head against doing and nobody can really say anything or misinterpret your actions and make a big deal out of it - then why not exercise the last freedrom that you have which you have and look?
Also it's a question if she's attracted to you and connects with you to some degree, then you are not a pervert, if she's is physically attracted to you then you are not - I say this in complete mockery of the concept of pervert.
